Project officer

Bruegel is hiring a project officer for an initial 12-month period in the team responsible for raising funds and nurturing partnerships for Bruegel.

Bruegel is recruiting a Project Officer to join the Development Team for an initial 12-month period, with the possibility for conversion to a permanent position upon successful completion. 

The Project Officer (PO) will be primary responsible for the proper and effective implementation of externally funded projects sourced both from public and private sources (tenders and grants), ensuring compliance with reporting criteria (financial and narrative reports). The PO will be in charge of identifying new funding opportunities, drafting and submitting proposals under the guidance of the relevant manager. He/she will also be asked to liaise and nurturing relations with partners and funders.

MAIN RESPONSIBILITIES

  • Identify relevant funding opportunities both from public and private sources.
  • Manage the overall Project Cycle (PCM) – preparation, submission, implementation and reporting of research projects under the guidance of the relevant manager.
  • Ensure timely delivery of work at the highest standards.
  • Liaise with Bruegel researchers to develop project ideas and proposals, as well as implement project deliverables in a timely manner, including internal coordination with Bruegel researchers’ and external project partners. 
  • Coordinate with Bruegel’s Communication Team for the dissemination of project results (e.g., publications, events, podcasts); 
  • Handle contractual and financial issues with the contracting authorities, partners, and experts, under the supervision of the relevant manager; verify that expenses are eligible and in line with the project budget. Coordinate with and support Bruegel’s financial department for sound budgeting as well as expenses and income recognition.
  • Create, cultivate and maintain good relationships with internal and external stakeholders, including project partners and funding authorities.
  • Maintain necessary records, files, reports, databases (e.g. Airtable, SalesForce), and resource materials used by the Development Team as well as other Bruegel teams.
  • Contribute to the team’s work in developing Bruegel’s funding strategy and identifying new funding opportunities.
  • Reports to the Head of Development.

BACKGROUND AND COMPETENCES 

  • Master’s degree in economics, business; political sciences; international affairs or related fields.
  • Track record in fundraising in the non-profit sector, preferably in the Brussels environment and/or in Europe (minimum 2 years of working experience, ideally more).
  • Track-record in managing projects and implementing the agreed delivery plans (minimum 2 years of working experience, ideally more).
  • Knowledge of European funding programmes and tendering; knowledge of the European Framework Programme for Research (Horizon Europe) application process, contractual and financial rules. Experience of drafting Horizon project proposals is an asset.
  • Ability to manage tight deadlines and a large portfolio of funding opportunities and projects. 
  • Superior organisation and planning skills, including decision-making, problem-solving, project management and risk assessment.
  • Excellent communication, writing and proofreading skills in English (drafting proposals, reports, emails, briefs).
  • Proficiency in Excel, familiarity with other PM tools is an asset.
  • Strong attention to detail.
  • Interpersonal and communication skills in a multicultural context.
  • Understanding of economic topics/terminology is an asset.
  • Discretion in dealing with confidential matters.
  • Team player with a positive and collaborative attitude.
