Sofia Toscano Rico

Head of Crisis Management Division, ECB,

Sofia Toscano Rico is the Head of the Crisis Management Division at the ECB. Her Division is responsible for: (i) enhanced identification and monitoring of crisis banks, enabling SSM to adequately deal with such banks with the aim to protect depositors and financial stability; (ii) developing policies/methodologies and performing horizontal analysis on recovery planning, early intervention, crisis management and supervisor’s role in resolution (planning) and (iii) quantitatively assessing fast emerging risks that may lead banks to crisis and impact of solutions to crisis banks.

Mrs. Toscano Rico joined the ECB in September 2014 at the time as Head of the Authorisation Division in Director-General Micro-Prudential Supervision 4, ECB.

Before joining the ECB, Mrs. Toscano Rico has served as Head of Division in the Portuguese Central Bank, has been a legal adviser in the Portuguese Ministry of Finance and worked as banking legal expert in a significant Portuguese credit institution and in a major Portuguese law firm. She is an author/co-author in several articles related to banking and a regular speaker in conferences covering topics related to crisis management, banks governance and supervisory common procedures.

Mrs. Toscano Rico joined the ECB in September 2014. She has a Law Degree of the University of Lisbon and she is admitted to the Portuguese Bar Association.
